Merchant Navy Pledge: Shaping a new national commitment to support seafarers beyond the ship

Over the past months, MNWB has been developing what we believe is a genuinely important initiative for the maritime sector: the Merchant Navy Pledge. The level of interest, support and constructive input we have received so far has been very encouraging, and it has reinforced our belief that this is the right moment to be having this conversation as a sector.

The Pledge is being designed as a new, national, voluntary framework, inspired by the principles and impact of the Armed Forces Covenant. Its purpose is simple but significant: to recognise the vital contribution made by Merchant Navy seafarers, to better support those transitioning into shore‑based roles, and to ensure that retired seafarers are respected, valued and able to access the support they deserve. While there are already frameworks that protect seafarers at work, there remains a clear gap when it comes to recognition, visibility and support beyond the ship. The Pledge is intended to help fill that gap.

As momentum builds, we are entering a particularly important phase of the project. On 5 May, we will host a roundtable discussion at Trinity House, bringing together industry leaders and key stakeholders to explore how the Pledge can deliver practical, meaningful outcomes. This will be followed by a sector‑wide webinar in early June, as we continue to build understanding and gather input ahead of the initiative’s official launch on 1 July. The project is jointly funded by MNWB, Trinity House and the Merchant Navy Association, and the pilot phase is already generating valuable insight through engagement with organisations and seafarers across the UK. What has been especially striking is the breadth of support the initiative has received, it really has blown me away. We are now refining the wording and commitments of the Pledge, and are determined that it reflects the real priorities, lived experience and expectations of people across the maritime community. Above all, we want the Pledge to deliver something tangible and credible for seafarers, rather than a set of well‑meaning aspirations.

I would also like to take this opportunity to say how much of a pleasure it has been to work on this initiative with our Maritime Consultant, Steven Jones. His insight, experience and thoughtful approach have been invaluable throughout the development of the Pledge, and his commitment to seafarer welfare is both evident and inspiring. The progress made to date reflects not only strong sector support, but also the passion and professionalism that Steven brings to this work.
