The principal objectives of the Board are assessing the welfare needs of merchant seafarers and their dependants and the co-ordination of the work of the societies and charitable organisations concerned with the provision of welfare services.

The Board has over forty Constituent Member Charities and maintains Port Welfare Committees throughout the UK.

The Board is governed by its Council, which are both its directors and trustees, consisting of equal numbers of representatives from the following backgrounds: Shipowners, Seafarers' Unions, Voluntary Societies and Persons Able to Make a Particular Contribution.
